What usually needs approval
Minor cosmetic works such as painting, new loose furniture or replacing like-for-like fittings normally do not need a permit. Structural changes, new or moved walls, plumbing and electrical changes, and external modifications usually do.
Kitchens and bathrooms often trigger approvals because plumbing, drainage, electrics and extraction are involved.
Who issues the NOC
In apartment buildings, the building management, facility manager or owners association issues the NOC and sets the rules for working hours, goods-lift use, protection of common areas and debris removal.
For villas in master communities, the master developer typically issues the NOC, and external works face stricter community guidelines.
Authority permits
Depending on the location and type of work, a renovation permit may be issued by Dubai Municipality, or by the Dubai Development Authority for the freehold zones it regulates. Applications are typically supported by drawings, building details and the NOC.
Where electrical or water services change, DEWA may require its own approval and inspection. After completion, final inspections are requested before the works are closed out.
How to plan approvals
Survey first, then prepare the drawings needed for approval while the design is being finalised. Submit before demolition starts, and keep production of kitchens and joinery running in parallel so approvals do not stall the whole programme.
Your contractor should prepare the drawings and coordinate the submissions with the building, developer and relevant parties.
Other Emirates
Abu Dhabi, Sharjah and the Northern Emirates each have their own municipality and developer processes. The principle is the same: confirm with the building or developer what needs approval before work starts.
This guide is general information to help you plan. Requirements vary by building, community and authority, so always confirm with your building management or developer before work starts.
